Alion Receives $6.3M Task Order to Provide Decision Support Tools for Marine Corps Systems Command
Technology Solutions Company to Update Web-Based and Predictive Modeling Tools to Enable Effective Operation of Weapon Systems throughout Life Cycles
McLean, VA – November 2, 2009 – The Marine Corps relies on sophisticated monitoring and reporting tools to maintain its system operational effectiveness (SOE) and Total Life Cycle Management (TLCM) initiatives. To support this effort, Alion Science and Technology, an employee-owned technology solutions company, was awarded a $6.3 million task order to enhance tools for decision support for the Marine Corps Systems Command and implement TLCM associated programs. The work, which falls under the Alion-operated Weapon Systems Technology Information Analysis Center (WSTIAC), includes sustaining and adding enhanced capabilities within the SOE Decision Support Tool (SOE DST); the management and utilization of Total Life Cycle Systems Management (TLCSM) predictive modeling capabilities; and improvement of Marine Corps TLCM through better data quality, availability, analysis and decision support capabilities. The Alion-developed and hosted SOE DST provides the Marine Corps with data on system performance and availability, process efficiency and life cycle costs for its critical ground equipment. TLCSM predictive modeling capabilities simulate weapon systems and produce such metrics as fleet availability, achieved operating hours, the number of maintenance actions and parts needed, and life-cycle costs. Alion will leverage its expertise in Marine Corps TLCM initiatives such as passive radio frequency identification, product data management and item unique identification standards and technologies to improve the SOE DST and TLCSM predictive modeling capabilities. Further development and utilization of TLCSM tools in combination with improvements to TLCM enterprise data will result in better acquisition, proactive intervention, and timely and cost-effective replacement of weapons systems for the Marine Corps.  “Alion will enable the Marine Corps to use total life cycle systems management (TLCSM) predictive tools to support decisions on manpower, fleet/system readiness, operations and maintenance budgets, and depot requirements on weapon systems,” said Chris Amos, Alion Senior Vice President and Manager of the Technology Solutions Group. “This will lead to system improvements, better retirement and replacement decisions, and a greater accuracy in defining requirements during the acquisition phase. Additionally, Alion’s work will help the Marine Corps System Command become a driving force in the adoption of TLCM/TLCSM throughout the Corps.” WSTIAC is one of nine Information Analysis Centers (IACs) sponsored by the Defense Technical Information Center (DTIC). IACs are research and analysis organizations, established by the DoD, to provide research and engineering expertise to researchers, scientists, engineers and program managers. WSTIAC develops and maintains inventories of information, experts and users associated with conventional and directed energy weapons systems technologies.
